Bozzuto, in partnership with Kimco Realty, has begun construction for The Chester at Westlake. This landmark mixed-use development will be Daly City’s first major predominantly market-rate apartment community in more than 15 years.
The 214-unit community, on 1.93 acres and located near the Westlake Shopping Center, is scheduled to open at 99 Southgate Avenue, a mile from the Pacific Ocean, in winter 2027.
This is the partnership’s second joint venture and the next chapter in Kimco’s strategy to transform its premier retail centers into vibrant mixed-use destinations.

Daly City’s unique position as the Gateway to the Peninsula—between San Francisco and Silicon Valley—makes it one of the most strategically located and supply-constrained markets on the West Coast.
“With no new market-rate apartment communities delivered here in over a decade, and with continued upward pressure on home prices, rental demand remains exceptionally strong,” Bozzuto said.
“The Chester represents a wonderful opportunity to bring thoughtfully designed housing to a market that truly needs it, and we are excited to be part of the next chapter in Daly City’s growth,” he said.
The two-story community will feature a hospitality-inspired lobby and two landscaped courtyards connected by a clubroom that flows into each.
The west courtyard will be its active social hub, featuring an outdoor kitchen and grilling stations, as well as ample lounge, dining areas and a water feature.
The east courtyard will offer a peaceful retreat, featuring a fireplace, a covered lounge and lush landscaping.
Daly City is the second-most populous city in San Mateo County, Calif., immediately south of San Francisco, sharing its northern border with almost all of San Francisco's southern border.
Mixed-Use Makes a Great Community
Ryan Burton, director of development and senior vice president, Lendlease, told GlobeSt.com that “great” cities are built around thoughtful mixed-use environments.

Lendlease's development in Los Angeles, Habitat, scheduled for completion in early 2026, was designed with this ethos in mind, he said. The two-building, transit-oriented community project offers creative offices, luxury residences and ground-floor retail and restaurant space that ensures the project integrates seamlessly with the surrounding area.
Residents, workers and visitors will share access to an acre of integrated park space between the two buildings.
